HIGHLIGHTS

 

Eligibility to seek Open Access (OA)

  • A licensee or a generating company or a captive generating plant or a consumer or any person engaged in the business of supplying electricity to the public or any other person on payment of charges.
  • Any person intending to avail open access must have a valid connectivity agreement with the concerned licensee as per the state electricity grid code.
  • Persons intending to have open access connections must have ABT compliant meters as per CEA (Installation and Operation of Meters) Regulations, 2006, as amended from time to time.

 

Criterion for Granting Open Access

  • Following factors are considered for granting open access:
    • Load flows anticipated at assessed output from the generating station considering transmission planning criteria.
    • Maximum load on such transmission and associated system recorded during the previous year viz-a-viz safe capacity of such a system.
    • Appropriate load growth potential.
    • Additional investment planning on new lines or improvement in lines.
    • Capacity already allotted for the relevant period.
    • Evacuation network from on-going generating projects.
    • Network augmentation/reorganization plan.
    • Other essential factors.

Nodal Agency

  • STU – for long term and medium term open access within the state if STU’s system is used.
  • Transmission or Distribution Licensee – in whose system the point of drawal of electricity is located in case STU system is not used.
  • SLDC – for short term open access, open access for emergency requirement and trial run within the state.
  • Distribution licensee – in case open access drawal or injection points are within the area of a single distribution licensee.

Procedure for Long Term Open Access (LTOA)

  • For inter-state transmission system – as per Central Electricity Regulatory Commission.
  • For intra-state transmission system and within the same distribution licensee’s system:
    • Capacity assessment by concerned licensees.
    • In case capacity strengthening is not required, consent of access shall be given within 30 days from the date of receipt of application.
    • In case of ineligibility or further capacity strengthening requirement, decision shall be communicated within 30 days from receiving the application.
    • Concerned licensee shall carry out system studies and preliminary investigation for the purpose of capacity strengthening within 60 days from receiving amount of expenditure following request from the applicant.
    • System strengthening shall be done with advance payment from the applicant, which will be repaid in installments.
    • In case strengthening is required in inter-state transmission system to absorb/evacuate power beyond intra-state transmission system, the applicant shall coordinate with concerned utility.

  

Procedure for Medium Term Open Access (MTOA)

  • For inter-state transmission system – as per Central Electricity Regulatory Commission.
  • For intra-state transmission system and within the same distribution licensee’s system:
    • To be granted if the resultant power flow can be accommodated in the transmission/distribution system.
    • No augmentation of transmission/distribution system unless mutually decided by the applicant and the licensee.
    • Construction of dedicated line shall not be construed as the augmentation of transmission/distribution system.
    • In case MTOA can be allowed, consent for the same should be given within 30 days from the date of receipt of application.
    • In case MTOA cannot be allowed, decision of disallowing MTOA shall be communicated within 30 days of receipt of application.

 

Procedure for Short Term Open Access (STOA)

  • For inter-state transmission system – as per Central Electricity Regulatory Commission.
  • For intra-state transmission system and within the same distribution licensee’s system:
    • Separate application shall be made for each month and each transaction in the month.
    • Application up to the fourth month including the month of application may be made.
    • No provision for system strengthening unless mutually agreed by the applicant and the licensee.
    • Advance Reservation – Application received up to the 19thday of the Nth month for OA commencing and terminating in the (N+1)th or (N+2)th or (N+3)rd month shall be treated as advance application.
      • In case no congestion or technical limitations are anticipated STOA shall be granted for the quantum and duration sought for in the application.
      • In case probable congestion or technical limitations are anticipated and communicated to the applicant, the applicant may reduce its requirement or opt for STOA for a period during which no congestion is anticipated.
      • Even after that, if congestion is anticipated, then the reservation of transmission or wheeling capacity shall be made pro rata to the transmission or wheeling capacity reservation sought for.
      • First come first served basis – for applications received for OA in the month in which the application is made or after 19thof a month for OA commencing and terminating in the following month.
        • Applications should reach the nodal agency at least 4 days in advance from the date of commencement of STOA.
        • Applications received up to 5 pm on a particular day shall be considered to be received on that day.
      • Day ahead transaction – for applications received within three days of commencement of open access.
      • Same day transactions – for short term energy requirements on the same day as the application and shall be accommodated to the extent practically possible.

   

 

OTHER PROVISIONS

 

Allotment Priority

  • The allotment priority for open access in intra-state transmission system shall be as follows:
    • LTOA shall have priority over MTOA and STOA customers.
    • MTOA shall have priority next to the LTOA consumers.
    • STOA shall have priority next to the MTOA consumers.
  • Within each category, allotment priority will be as per the following descending order:
    • A distribution licensee to the extent of its requirement for its consumers within the state and for supplying power to other licensees within the state.
    • Power fully based on solar.
    • Power fully based on wind.
    • Power fully based on hydro.
    • Power fully based on co-generation within the state.
    • Power fully based on renewable sources other than hydro, solar and wind.
    • Power from captive generation based on gas.
    • Power from captive generation based on coal.
    • Power from captive generation based on oil.
    • Other sources, if any, not covered above.

Metering and Accounting

  • Open access customer must have ABT compliant interface main and check meters at all interconnecting points.
  • ABT compliant meters shall be guided by the Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006, as amended from time to time.
  • Open access customer may need to install commercial meters and/or energy accounting and audit meters as per provisions of Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006, as amended from time to time, if agreed in connectivity agreements.

Distribution losses – 14.3%.
