Eligible Entities

All wind and solar energy generators (except rooftop) with individual or combined capacity of 5 MW and above connected to the state grid independently or through pooling station.

Forecasting & Scheduling

• Qualified Coordinating Agency (QCA) shall provide day-ahead schedule to the SLDC.
• Day-ahead schedule: At intervals of 15 minutes for the next day, starting from 00:00 hours of that day.
• Revision can be done by giving notice effective from the 4^th time block — the 1^st being when notice was given.
• One revision for each one-and-a-half-hour time block, subject to a maximum of 16 revisions for wind and 8 revisions for solar per day.

Role of QCA and Implementation

• One QCA for each pooling sub-station or generating station registered with SLDC.
• QCA shall be the single point of contact with respect to:
  • Meter reading, data collection and its communication.
  • Coordination between distribution licensee, SLDC and other agencies.
  • Commercial settlements between generators and their counterparties.
  • All other ancillary or incidental matters.

Commercial and Deviation Settlement

• Generators connected to the state grid and selling power within the state, to be paid as per actual generation.
• Generators connected to the state grid and selling power outside the state, to be paid as per scheduled generation.
• Deviation settlement for regional entities will be according to the Central Electricity Regulatory Commission (Deviation Settlement Mechanism and Related Matters) Regulations, 2014, as amended from time to time.

10% of fixed rate for balance energy beyond 15% and up to 25% + 20% of the fixed rate for balance energy beyond 25% and up to 35% + 30% of the fixed rate for balance energy beyond 35%

Payment Mechanism

QCA shall undertake commercial settlement related to deviations connected to pooling sub-stations on a monthly basis.

Metering

• Meter to record parameters in every 15 minute time block.
• Data telemetry shall be adopted at the turbine/inverter or plant level as considered appropriate by SLDC.
