HIGHLIGHTS

 

Applicability

  • All wind and solar generators connected to the state grid, including via pooling stations and selling power within or outside the state.

Forecasting & Scheduling Code

  • Qualified Coordinating Agency (QCA) shall provide data to the SLDC.
  • Forecasting to be done by QCA for generator1MW
  • Day ahead and week ahead schedule – In the interval of 15 minutes for next day starting from 00:00, for all 96 time-blocks.
  • Revision can be done by notice to SLDC; effective from 4th time block, 1st being when notice is given.
  • Any commercial impact on account of deviation of schedule based on forecast shall be borne by

Role of QCA and Implementation

  • Only one QCA for each pooling station ; registered at SLDC
  • QCA shall be single point contact and will undertake all commercial settlements on behalf of generator.
  • QCA shall provide weekly/ monthly/ quarterly energy account statements in line with; 1. Time block wise energy accounting and DSM computation; 2. Weekly settlement of energy accounts and DSM; 3. Adjustment/ true-up on quarterly basis.

Commercial and Deviation Settlement

  • For intra state transaction - Generator to be paid by buyer according to actual generation.
  • For sale of power outside the state – Generator to be paid by buyer according to scheduled generation.
  • For inter-State and intra-state transactions, deviation accounting and settlement shall be separate.
    • Mutually accepted schedule (by Generator and SLDC) shall be used for deviation settlement.

Deviation Charges for intra state transaction ( Generator connected to State Grid and selling power in the state)

  • Under or over injection (for plants commissioned after date of notification ……. 2016)

Absolute Error in the 15 min time block

Deviation Charges payable to State DSM Pool

< = 10%

None

>10% but <=20%

At Rs. 0.50 per unit for the shortfall or excess energy for absolute error beyond  >10% but <=20%

>20% but <=30%

As Above  +  Rs. 1.0 per unit for balance energy beyond 20% and upto 30%

> 30%

As above  + Rs. 1.50 per unit for balance energy beyond 30%

 

Settlement for Interstate Transaction

  • For deviation charges for under or over injection by generator connected to the State grid and selling power outside the State.

Absolute Error in the 15 min time block

Deviation Charges payable to State DSM Pool

< = 15%

At the Fixed Rate for the shortfall energy for absolute error upto 15%

>15% but <=25%

As above + 110% of the Fixed Rate for balance energy beyond 15% and upto 25%

>25% but <=35%

As above  + 120% of the Fixed Rate for balance energy beyond 25% and upto 35%

> 35%

As Above + 130% of the Fixed Rate for balance energy beyond 35%

  • For actual generation being more than the scheduled generation, the Deviation Charges for excess generation shall be payable to the wind or solar generator, or the QCA on their behalf, from the State DSM Pool

At the Fixed Rate for the excess energy for absolute error upto 15%

>15% but <=25%

As above + 90% of the Fixed Rate for excess energy beyond 15% and upto 25%

>25% but <=35%

As above  + 80% of the Fixed Rate for excess energy beyond 25% and upto 35%

> 35%

As Above + 70% of the Fixed Rate for excess energy beyond 35%

 

  • Fixed rate is the PPA rate as determined by the commission under section 62 or 63 of the Act. (In case of multiple PPA, weighted average should be considered)
