Allotment priority

• Priority 1: – Highest Priority - Distribution licensee (irrespective of whether open access sought is for Long-term, Medium-term or Short-term).
• Priority 2:-Other Long-term Open Access applicants.
• Priority 3:-Other Short-term Open Access applicants, subject to capacity availability.

If the existing consumer is availing of open access which is within the contracted demand of the licensee (Open access demand + actual demand availed from licensee is within the CMD), the licensee shall not charge wheeling and transmission charges for such open access availed.

• Transmission and Wheeling Charges:

  No transmission charge for non-conventional energy generators using wind, solar and micro hydel.

• Scheduling and system operation charges shall be payable by all open access users under scheduling by SLDC.
• The scheduled consumers sourcing power from such solar power projects shall be entitled to avail reduction in contracted demand with DISCOM for a period of five years from the date of commissioning of such projects. The reduction in contracted demand shall be computed based on the average solar power consumption during hourly time-block period(s) in a billing month.
• To arrive at the net scheduled capacity (kW) at exit point, the loss component shall be deducted from the capacity injected in kW at the entry point. For the purpose of settlement, 1 kVA capacity at the exit point shall be treated as being equal to 1 kW, and 1 kVAh energy at the exit point shall be treated as being equal to 1 kWh.

Metering:

• Users shall provide special energy meters capable of measuring active energy, reactive energy, average frequency and demand integration in each 15-minute time block, with a built-in calendar and clock, and conforming to BIS/CBIP Technical Report/IEC standards, at all entry and exit points. This shall, however, be subject to the regulations to be made by the Central Electricity Authority under section 55 of the Act.

• User surrenders whole or part capacity: 50% of current application fee as compensatory charges to the licensee if all the capacity is surrendered, reduced/cancelled, and is fully re-allotted to other applicants within the notice period.
• If capacity could not be re-allotted:
  • For LTOA – One time exit fee of 25% of transmission and/or wheeling charges and scheduling and system operational charges as applicable.
  • For STOA – User shall bear full charges as applicable.

Reactive Energy charges:

• Load more than 4 MW: Charges in accordance with provisions stipulated in the Intra-state ABT Order.
• Load less than 4 MW: Charges on power factor basis.
• For consumers with billing in kVAh, no power factor charges will be applied.

Banking of Renewable Energy (Wind/Solar/Mini-hydel):

• Banking of 100% of energy shall be permitted for all captive and open access/scheduled consumers during all 12 months of the year. The banking year shall be from April to March.
• Banking charges shall be adjusted, in kind, @ 2% of the energy delivered at the point of drawal.
• Banked units cannot be consumed/redeemed in the peak months (i.e., from 1st April to 30th June and 1st February to the 31st March, of the banking year under consideration) and during peak hours (6 pm to 10 pm).
• Energy injected into the grid from date of synchronization to open access approval date will be considered as deemed energy banked.
• The unutilized banked energy shall be considered as deemed purchase by DISCOM(s) at the average pooled power purchase cost, as determined by TSERC for the year.
• For sale to DISCOMs, the energy injected into the grid from the date of synchronization to Commercial Operation Date (COD) will be purchased by the DISCOMs at 50% of the first year tariff of the project, as per the provisions of the PPA with DISCOMs.
