Obligated Entities

• Distribution licensee.
• Captive user with fossil-fuel-based power generation.
• Open access consumer with capacity above 2 MW with RPO.

Ways to Meet RPO

• Purchase of electricity from RE projects.
• Solar rooftop generation for obligated entity under net metering.
• Purchase of Renewable Energy Certificates.

Certificates

• Obligation to fulfill RPO from non-solar and solar sources shall be fulfilled through purchase of non-solar and solar certificates, respectively.
• Certificates purchased by obligated entities shall be submitted to the State Agency in accordance with detailed procedures framed by the Central Agency.

Effect of Default

• In case of failure to fulfill RPO, obligated entities may be directed by the Commission to deposit into a separate fund an amount as determined by the Commission based on the shortfall in units and forbearance price.
• Funds shall be used as  determined by the Commission for purchase of renewable energy certificates.

Grid Connectivity Priority

Any person generating electricity from renewable energy sources shall have priority to open access or connectivity with distribution system or transmission system, as the case may be.
