Obligated Entities

  • Distribution licensee including deemed licensee.
  • Open access consumers.
  • Captive consumers with installed capacity of 1 MW and above.

Ways to Meet RPO

  • Purchase of renewable energy or REC.
  • Fulfilment of biomass obligation can be done only by purchasing power from biomass power plants and not by purchase of renewable energy certificates.

Certificates

  • Solar RECs should be purchased to fulfil solar obligations, and non-solar RECs should be purchased to fulfil non-solar obligations.
  • Certificates thus purchased shall be deposited withthe State Agency in accordance with detailed procedure issued by the Central Authority.

Effect of default

  • In case of non-fulfilment of RPO, obligated entities may be asked by the Commission to depositanamount_into a separate fund created and maintained by the state agency.
  • The amount of deposit shall be determined by the Commission on the basis of shortfall in RPO, RPO regulatory charge and the forbearance price.
  • The fund shall be utilized as approved by the Commission for development of transmission infrastructure for evacuation of power from renewable energy based generating plants or for promoting renewable energy sources.
