• Highest Priority: Distribution licensee, irrespective of the term of Open Access.
• Long Term Open Access customers shall have priority after distribution licensee.
• Next in priority - Medium Term Open Access followed by Short Term Open Access customers, subject to capacity availability.
• Existing open access customer shall have priority over new customers.

• Two month’s security deposit to the appropriate licensee to secure the licensee against default in payment, or (for LTOA and MTOA) irrevocable letter of credit in favour of the agency responsible.

Transmission Charges:

• For inter-state open access: As decided by CERC from time to time.
• Payable on the basis of contracted capacity/scheduled load or actual power flow, whichever is higher.
• Approved for FY 2017-18: Rs.4252/MW/day or Rs.0.75/unit, whichever is higher.

Cross Subsidy Surcharge:

• Payable on per unit basis for actual energy drawn through open access.
• For EHT: Rs.1.34/kWh (@4% loss).
• For HT: Rs.1.44/kWh (@ 6% loss) (Distribution Tariff Order 2017-18).

Wheeling Charges:

• Payable to distribution licensee on the basis of contracted capacity/ scheduled load or actual power drawn whichever is higher.
• Rs.1.45/unit (Distribution Tariff Order 2017-18).

Additional Surcharge:

• A consumer availing OA and receiving supply of electricity from a person other than the distribution licensee of his area of supply shall pay to the distribution licensee an additional surcharge if it is conclusively demonstrated that the obligation of a licensee has been and continues to be stranded.
• Determined on case-by-case basis by State Commission.

Scheduling:

• Scheduling of all transactions pursuant to grant of LTOA or MTOA or STOA shall be carried out on day‐ahead basis in accordance with the relevant provisions of IEGC for inter‐state transactions and in accordance with State Grid Code/Commission’s order for intra‐state transactions.
• Scheduling of inter-state open access transactions shall be as specified by the Central Commission.
• For intra-state open access: Consumers with load of 5 MW and above, and generating stations, shall be scheduled by SLDC. No scheduling required for loads below 5 MW.
• Charges: For Inter-state OA (LTOA, MTOA) - RLDC and SLDC charges.
• For Inter-state OA (STOA) - SLDC charges as specified by CERC.
• For Intra-state OA (LTOA, MTOA) - SLDC fees and charges as determined by State Commission.
• For Intra-state OA (STOA) - A composite operating charge @Rs.2,000 per day to SLDC or as determined by the Commission from time to time.

Metering:

• Installation of Special Energy Meters capable of time-differentiated measurements for time-block-wise active/reactive energy and voltage differentiated measurement of reactive energy in accordance with the State Grid Code.
• For consumers above 5 MW connected load and generating stations, special meters to be installed by SLDC at the cost of the consumer.

Transmission Losses:

• Inter-state Open Access (LTOA, MTOA) – Buyer shall bear the loss as specified by the Central Commission.
• Inter-state OA (STOA) – The buyer and seller, both, should absorb losses and shall be compensated by additional injection/drawal at the injection/drawal points.
• Intra-state Transmission Losses: 4%.

Distribution Losses:

• Distribution losses considered are 21% (Distribution Tariff Order 2017-18).

Imbalance Energy Charges:

• The difference between the scheduled and the actual drawal/generation shall be accounted through the Time of Day (TOD) meters on monthly basis and settled at the rate of imbalance charge as determined by the Commission.
• Unless specified otherwise by the Commission, the imbalance charge for intra‐state entity shall be average tariff of similar category of consumer, or 105% of UI rate at the peripheral of regional entity (for overdrawals or under-generation)whichever is higher. Similarly, lowest consumer tariff of distribution licensee or 95% (for underdrawal or over-generation) of UI rate whichever is lower.
• In addition to the imbalance charges above, for overdrawal as well as under‐injection of electricity by open access users for each time block in excess of 12% of the schedule, additional charge for deviation shall be applicable.

Reactive Energy Charges:

• For load of 1 MW and above, charges shall be in accordance with provision stipulated in the State Grid Code or as may be decided by the Commission from time to time. If no charges are determined as stated, the provision of IEGC will apply.
