Business Model | - Micro-grid operator (MGO) is allowed to set micro-grid in areas where DISCOM grid does not exists.
- MGO is allowed to charge mutually agreed tariff.
- On arrival of grid, supply of entire electricity to DISCOM at FiT determined by the Commission is allowed.
- Transfer of ownership of power distribution network (PDN) conforming the standard of DISCOM is allowed with mutual consent at depreciated cost.
- The MGO shall rectify the shortcoming in PDN as pointed out by DISCOM before transfer.

Technical Standards for PDN | - Micro grid projects with 10 Kw and above capacity need to construct PDN as per DISCOM’s system
- Technical standards for construction of PDN shall be as per Central Electricity Authority (Measures related to Safety and Electric Supply) Regulations, 2010
- DISCOM to share technical standard in public domain
- A third party agency for verification of technical standards of PDN shall be appointed by the state nodal agency.

Technical Standards for Interconnection with Grid | - SNA to notify technical standards in implementation guideline in consultation with DISCOM and duly approved by the state electricity regulatory commission.
- Central Electricity Authority (Technical Standards for Connectivity of the Distributed Generation Resources) Regulations, 2012 shall be applicable for interconnection of the Micro Grid project with the grid.

FiT Guidelines | As determined by the State Electricity Regulatory Commission (SERC) for procurement of electricity from mini-grid projects by DISCOM pursuant to Sec 61(h) of EA, 2003. |
Commercial Framework | - Energy accounting and payment settlement for supply to consumer shall be as per mutual understanding of MGO with the consumer.
- Energy accounting and settlement for supply to DISCOM shall be as per billing period of DISCOM and shall be reimbursed by the DISCOM as per FiT determined by the SERC.
- For distribution franchisee activities the MGO shall raise bills to the DISCOM as per distribution franchisee agreement (FA).

Roles and Responsibility of Stakeholders | State Nodal Agency (SNA) – - Provide inputs for FiT, submit technical standard for interconnection in consultation with DISCOM, facilitate migration of MGOs within applicable supply model, administer exit and migration request of MGO, third party verification of PDN.
DISCOM – - Share technical standard of DISCOM PDN, enter into PPA, FA with MGO.

Grievance Redressal Mechanism | - SERC shall resolve conflict between MGO and DISCOM
- Grievance of consumer shall be addressed through SERC Ombudsman Regulations
