Intra-State Open Access Regulations (Consolidated)

HIGHLIGHTS

Eligibility to seek Open Access	Consumers seeking open access for capacity of 1 MW and above. The Commission may allow open access to consumer/user requiring less than 1 MW at such time as it may consider feasible, having regard to operational constraints and other factors.

Connectivity charges and procedure	For transmission and distribution open access, the voltage should be as per the MP Electricity Supply Code, 2004.
Nodal Agency	For all types of Long Term Open Access (transmission or distribution or combination of both): State Transmission Utility (STU). For all types of Short Term Open Access (transmission or distribution or combination of both): State Load Dispatch Centre.
Procedure and Charges for Long Term Open Access	Consumer who is availing open access for 10 years or more has to applyu to nodal agency. Non-refundable application fee of Rs.50,000 payable to State Transmission Utility. Applicant shall reimburse the actual expenditure incurred by STU for system strengthening. Time frame for processing application: Intimation regarding feasibility without system strengthening is 30 days, and 90 days if system strengthening is required.
Procedure and Charges for Medium Term Open Access	-NA-
Procedure and Charges for Short Term Open Access	Consumer other than LTOA consumer (availing open access for less than 10 years), has to apply to nodal agency. Non-refundable application fee of Rs.5,000 payable to SLDC. Application should be made 4 months prior to the commencement of term. In case the capacity sought to be reserved by the customer is more than the available capacity at that point of time, the SLDC shall invite bids from customers. Non-utilization of reserved transmission capacity: Consumer may surrender transmission/distribution capacity by informing State Load Dispatch Centre. Consumer shall bear the transmission, wheeling and operating charges (as applicable) based on the original reserved capacity, for seven days or the period of reservation surrendered, whichever is shorter. Time frame to process the application:

OTHER PROVISIONS

Allotment priority	Priority 1: Distribution licensee for long term. Priority 2: Other long-term open access applicants. Priority 3: Distribution licensee for short term. Priority 4: Other open access consumers for short term. First-come-first-served basis for LTOA. First-come-first-served basis or through bidding for STOA (in case of congestion).
Open Access charges	Transmission Charges: Transmission charges for MPPTCL: Rs.0.62/unit. Cross Subsidy Surcharge and Wheeling Charges: Not applicable for consumer availing open access from renewable energy sources, except cogeneration. (Retail Supply Tariff Order FY 2017-18).
Scheduling and Metering	Scheduling: In 15-minute time blocks by SLDC, on day ahead basis. Metering: Customer shall provide ABT compatible special energy meters. If open access customer requires the licensee to provide main meter, he shall pay security deposit and rent to the licensee.
Energy losses	Open access consumer shall bear the transmission and distribution losses, as approved by the Commission. Energy losses in the transmission and distribution system shall be compensated by additional injection at the injection point(s). Transmission losses: 5.36% (Retail Supply Tariff Order 17-18) Distribution loss: 5.83% (Retail Supply Tariff Order 17-18)
Imbalance and Reactive Energy charges	Imbalance energy: No deviation settlement applicable to renewable energy generators except for those who are covered under Renewable Regulatory Fund Mechanism. Scheduling to be done in 15-minutes time blocks. Reactive energy charges: Payment and receipt by the direct customer, calculated in accordance with the scheme, applicable to transaction involving intra-state transmission as approved by the Commission from time to time. SLDC shall prepare and issue the DISCOMs weekly State Reactive Account (SRA) complying with requirements of the Indian Electricity Grid Code and Madhya Pradesh Electricity Regulatory Commission Grid Code.
