Criterion for Granting Open Access | - Augmentation requirement of intra-state transmission system shall be duly considered before award of LTOA.
- No augmentation of the transmission system will be granted to MTOA or STOA.
- MTOA or STOA maybe awarded if the resultant power flow can be accommodated in the existing transmission system or the transmission system under execution.
- Construction of dedicated transmission lines are not to be construed as augmentation of the transmission system.

Procedure and Charges for Long Term Open Access (LTOA) | - Intra-state: Where augmentation of transmission system is required, the applicant will have to bear the transmission charges for the same.
- Fresh application is required in case of change in location or if change in quantum of power to be interchanged is by more than 10 percent.
- Application to be accompanied by non-refundable fee and bank guarantee of Rs.10,000 per MW of power to be transmitted.
- Open access will be available no later than 5 days from the date of furnishing of agreements by the open access consumer.
- LTOA may be extended on a written request by the consumer submitted to the STU at least six months prior to such expiry.

Procedure and Charges for Medium Term Open Access (MTOA) | - Fresh application is required in case of change in location or if change in quantum of power to be interchanged is by more than 10 percent.
- The start date of medium term open access shall not be earlier than 3 months and not later than 1 year from the last day of the month in which application has been made.
- Application shall be accompanied by a non-refundable application fee and a bank guarantee of Rs.2000 per MW.
- MTOA may be extended on a written request by the consumer submitted to the Nodal Agency at least three months prior to such expiry.

Procedure and Charges for Short Term Open Access (STOA) | - Application seeking STOA up to four months.
- Separate application shall be made for each month and each transaction in a month.
- Application for STOA in any month may be up to the 15th day of the preceding month.
- Application shall be accompanied by a non-refundable application fee.
- Application for day-ahead open access may be submitted 3 days prior to the date of scheduling but no later than 1200 hours of the day immediately preceding the day of scheduling.
