Jharkhand Net Metering Regulations - 2015

HIGHLIGHTS

 

Control Period

January 20, 2016 to March 31, 2021.

Eligibility Condition
  • A consumer of electricity in the area of supply of the distribution licensee.
  • A consumer who uses or intends to use a grid-connected rooftop solar PV system installed at its premises with capacity restrictions as follows:
    • Maximum peak capacity shall not exceed 100% of sanctioned connected load/contract demand of the consumer.
    • Minimum peak capacity shall be 1 kWp.
Capacity Target for Distribution Licensee

Capacity to be allowed at a particular distribution transformer shall not exceed 15%, or any other percentage as may be fixed by the Commission.

Metering Arrangement
  • All meters installed shall be of same or better accuracy class than the existing meter installed on the premises.
  • The installation of check meters shall be mandatory for rooftop solar PV systems having a rated capacity of more than 50 kWp.
  • The check meter shall be installed after the inverter of the solar rooftop system.

 

OTHER PROVISIONS

 

Energy accounting and settlement
  • Excess electricity injected into the grid during any billing period shall be carried forward to the next billing period and may be used in the next billing period, butwithin the same settlement period.
  • Excess electricity consumed shall be billed by the distribution licensee after taking into consideration any credit balance from the previous billing period.
  • In case of time of day tariff, electricity consumption in any time block shall be first compensated with electricity generation in the same time block. Any excess generation in any time block in a billing cycle shall be carried forward to the corresponding time block in the subsequent month.
  • Any unadjusted electricity credit at the end of the settlement period shall be paid at a rate of Rs.0.50/kWh.
Other charges

Exempted from wheeling and cross subsidy surcharge.

Penalty

As per the JSERC (Electricity Supply Code) Regulations, 2015.
