  • Targets exclude consumption from hydroelectric sources of power.
  • Obligation to purchase power shall not include power purchased at pooled cost.
  • Power purchases from renewable energy sources through already entered PPA shall continue to be made till its validity.

Distribution licensees, captive users having capacity exceeding 5 MVA, consumers of open access third party sale.

Ways to Meet RPO

Own generation and/or other distribution licensees and/or from renewable generating stations and/or purchase of renewable energy certificates.

Certificates
  • Obligations to purchase solar and non-solar energy can be fulfilled only through purchase of solar and non-solar certificates, respectively.
  • Certificates purchased shall be deposited with the Commission in accordance with rules laid down by the Central Agency.

Effect of default
  • In case of non-fulfilment of RPO by obligated entities, the obligated entity may be asked by the Commission to depositan amount into a separate fund, created and maintained by the obligated entity, in the manner directed by the Commission.
  • The amount of deposit shall be decided by the Commission on the basis of shortfall in RPO and the forbearance price.
  • The fund shall be utilized for purchase of REC or development of infrastructure for evacuation of power from renewable energy plants as may be decided by the Commission.
