Haryana Net Metering Regulations - 2014

Control Period

From the date of publication in the official gazette.

Eligibility Condition

  • A consumer in the area of supply of the local distribution licensee.
  • Maximum rooftop solar system capacity shall not exceed:
    • Connected load – for low tension consumers.
    • Contract demand – for high tension consumers.
  • Maximum installed capacity ≤1 MWp.
  • 5% variation in rated capacity allowed.

Capacity Target for Distribution Licensee

  • Maximum cumulative capacity of 200 MW in the area of supply of each licensee.
  • Maximum cumulative capacity of rooftop solar systems shall not exceed 30% (as per first amendment regulations, 2015) of distribution transformer capacity for low tension connection, and 15% of power transformer capacity for connection at high tension, or the revised cumulative capacity as the Commission may decide from time to time.

Metering Arrangement

Meters shall provide the following additional information to the licensee:

  • Total energy consumption of the consumer.
  • Energy generated by the solar system.
  • Net energy.

 

OTHER PROVISIONS

 

Energy accounting and settlement
  • For excess consumption, licensee shall raise bills after taking into account any carry forward from the previous billing cycle in the same financial year.
  • Excess generation over consumption shall be carried forward to the next billing period as credit and shall be adjusted against the energy consumed in the subsequent billing periods.
  • Under the ambit of time of day tariff, electricity consumption in any time block shall be first adjusted against electricity generation in the same time block and any excess generation shall be adjusted against energy supplied at the lowest applicable tariff across all slots.
