Control Period

From the date of notification in official Gazette

 

Eligibility Condition

  • A consumer of local distribution licensee
  • Maximum capacity installed –
    • 50% of sanctioned load or contract demand for non-residential consumers excluding MSME.
    • Irrespective of sanctioned load or contract demand
    • Installed capacity is between 1 KW and 1 MW. 

 

Capacity Target for Distribution Licensee

Cumulative solar energy capacity should not exceed 65% of the peak capacity of the distribution transformer.

 

Metering Arrangement

  • Bi-directional meter or import export meter of the same accuracy class shall be installed in place of existing meter.
  • Check meters shall be mandatory for Rooftop Solar PV Systems having capacity more than 20 kW. For installations size of less than or equal to 20 kW, the Solar Check meters would be optional.

 

RPO compliance

  • Net Energy exported by  consumers of licensee will be accounted for licensee RPO target after appropriate purchasing energy from consumers as directed by commission.

 

OTHER PROVISIONS

 

Energy Accounting and Settlement

  • Electricity consumed exceeding electricity injected during any billing period shall be billed by the licensee at prevailing tariff.
  • Electricity injected exceeding consumption during any billing period shall be paid by the licensee –
    • At Rs.2.25/KWh or Surplus Injection Compensation (SIC) rate of the year in which the plant is commissioned to residential and government consumers.
    • At Rs.1.75/KWh or SIC rate of the year in which the plant is commissioned to industrial, commercial and other consumers not registered under REC mechanism.
    • At Rs.1.75/KWh or SIC rate of the year in which the plant is commissioned after adjustment of consumption in 15 minutes’ time block to MSME (Manufacturing) not registered under REC mechanism.
    • At Rs.1.75/KWh or SIC rate of the year in which plant is commissioned after adjustment of consumption in 15 minutes’ time block to industrial, commercial and other consumers utilizing the renewable attribute for RPO compliance.

 

  • At Rs.1.50/KWh or SIC of the year in which plant is commissioned after adjustment of consumption in 15 minutes’ time block to industrial, commercial and other consumers utilizing the renewable attribute for REC.

 

  • Amount payable of one billing cycle will carried forward to next billing cycle. At end of billing FY, only amount greater than Rs 100 only will be compensated by DISCOM.

 

Other Charges

Exempted from transmission and wheeling charges and losses, cross subsidy surcharge and additional surcharge.

 

Penalty

Penalty or compensation shall be payable as per the provisions of the GERC (Standard of Performance of Distribution Licensee) Regulations, 2005 as amended from time to time.
