Obligated Entity

Distribution licensees, captive users, open access consumers or any other entity mandated to fulfill RPO as may be notified by the commission from time to time.

Ways to meet RPO

Through own generation, or purchase from other sources/licensees, or purchase of renewable energy certificates, or a combination thereof.

Certificates
  • The obligated entity may purchase REC for any shortfall in meeting their RPO target for any financial year within three months from the date of completion of the relevant financial year.
  • A RE project shall have the option of adopting the tariff pricing structure or REC mechanism for pricing of electricity generated from the project.

Effect of default
  • In case of non-fulfilment of RPO by obligated entities, the obligated entity may be asked by the Commission to depositan amount into a separate fund created and maintained in the manner directed by the Commission.
  • The commission shall provide formula for computation of penalty for non compliance of RPO.
  • The penalty imposed on the distribution licensee by the commission shall be to the account of the distribution licensee and shall not be a pass through in the ARR.
  • If the obligated entity other than the distribution licensee fails to comply with the RPO and fails to deposit the penalty the distribution licensee shall disconnect the line of such entity after serving a notice period of minimum 30 days.
