  • Power purchase agreements already entered into shall be continued till their present validity.

Obligated Entity

Distribution licensees, co-located captive users, non co-located captive users, co-located end users who do not qualify as captive users under Electricity Rules 2005, and open access consumers.

Ways to meet RPO

Own generation or procurement of power from RE developer, or power purchase from other licensee, or purchase of renewable energy certificates, or any combination of the above.

Certificates
  • Obligations to purchase solar and non-solar energy can be fulfilled only by purchase of solar and non-solar certificates, respectively.
  • Photocopy of certificates purchased shall be deposited with the state agency within 15 days of purchase.

Effect of default
  • In case of non-fulfilment of RPO by obligated entities, the obligated entity may be asked by the Commission to deposit an amount into a separate fund maintained by the obligated entity.
  • The amount of deposit shall be decided by the Commission on the basis of shortfall in RPO and the forbearance price.
  • The fund shall be utilized as may be decided by the Commission.
Monitoring and implementation framework

Commission shall monitor the RPO compliance of the distribution licensees.
