  • Obligation will be on total purchase of electricity excluding consumption met from hydro sources of power from 2019-20 onwards
  • Obligation to purchase renewable energy shall be inclusive of purchase from renewable energy sources already being made by concerned obligated entity.
  • Power purchase under power purchase agreement shall continue to be made till their present validity.
  • Renewable Energy purchased through bundled power shall qualify for RPO compliance to the extent of Renewable Energy content in the bundled power.
  • Distribution Licensee shall compulsorily procure 100% power generated from waste to Energy plants in the state.”

Ways to meet RPO

Purchase of energy from within or outside the state, or purchase of renewable energy certificates.

Certificates
  • Obligations to purchase solar and non-solar energy can be fulfilled only by purchase of solar and non-solar certificates, respectively.
  • Certificates purchased shall be deposited with the Commission within a month of the purchase of such certificates.

Effect of default
  • In case of non-fulfilment of RPO by obligated entities, the obligated entity may be asked by the Commission to depositan amount into a separate fund created and maintained by the obligated entity.
  • The amount of deposit shall be decided by the Commission on the basis of shortfall in RPO and the forbearance price.
  • The fund shall be utilized to purchase certificates, and partly for development of transmission infrastructure for evacuation of power from generating stations based on renewable energy, as may be decided by the Commission.
Monitoring and implementation framework

The Commission may appoint a monitoring committee from time to time to monitor compliance of these regulations.
