Eligibility to seek Open Access
  • Consumers with demand of 1 MW and above.
  • The Commission may allow open access to consumers with demand of less than 1 MW at such time as it may consider feasible, having regard to operational constraints and otherfactors.

Connectivity Charges and Procedure

Nodal Agency
  • Long-Term Open Access: State Transmission Utility (STU).
  • Short-Term Open Access: State Load Dispatch Centre (SLDC).
Procedure and Charges for Long-Term Open Access
  • Applicability: open access for a period of five years or more,
  • Application to State Transmission Utility (STU) with a copy to distribution licensee of that area with non refundable application feeof Rs.50,000.
  • Time frame to process application: 30 daysand a further 90 days to intimate result of system strengthening studies (if required).
  • The applicant shall reimburse the actual expenditure incurred by the nodal agency for system studies and preliminary investigation.
  • Non-utilization of Energy: Can surrender capacity by serving notice of 30 days. For customers who were also provided any dedicated system, the compensation payable for reduction or cancellation or surrender of such dedicated capacity shall be hundred percent of the charges payable for remaining period of allocation or till such time as alternative users for such dedicated capacity is found.

Procedure and Charges for Short-Term Open Access
  • Applicability:  The open access for a period of one year or less
  • Application to SLDC and a copy to distribution licensee of area, with application fee of Rs.5,000.

Non-utilization of energy: Capacity can be surrendered. Consumer shall bear the open access charges and all other charges (as applicable to STOA customers) on the full original allocated capacity for the remaining period of original allocation or till the time such capacity is allotted to some other customers.

 

OTHER PROVISIONS

 

Allotment priority
  • Highest Priority: Existing distribution licensees and generating companies.
  • Long-term open access consumers shall have priority over short-term open access consumers.
  • Within each category distribution license shall have priority.
  • Existing LTOA shall have priority over new LTOA.
  • In same category allotment will be on ‘first come first served’ basis.
  • In STOA, if capacity sought to be reserved is more than available capacity, allotments shall be made by inviting bids.
Open access charges
  • As  payment security towards open access charges, a deposit equal to 2 months average billing (of that charge only), on the basis of agreed capacity, shall be maintained with each of the relevant agencies, namely State Transmission Utility, any other transmission licensee, distribution licensee and State Load Dispatch Centre.

Transmission Charges

  • Rs. 0.32/ Unit ( or Rs. 320 / MWh) (Tariff Order 2017-18)

Cross Subsidy Surcharge (Tariff order 2017-18)

  • For 132 kV consumers: Rs.1.60 /kWh.
  • For 33 kV consumers (other than HTSS): Re. 1.74/kWh.
  • For 11 kV consumers (other than HTSS): Re. 1.79/kWh.

Wheeling Charges

  • 33kV @ Rs. 0.49 /unit (Tariff Order 2017-18)
  •  11kV @ Rs. 0.55 /unit (Tariff Order 2017-18)

Additional Surcharge

  • Will be levied only if it is conclusively demonstrated by BSPHCL that open access will lead to stranding of its fixed cost.Determined on case-by-case basis.
Scheduling and Metering

Scheduling

  • Scheduling and system operation charges as determined by the Commission,from time to time, and payable to SLDC.
  • SLDC Charges: 2.09 Paise/Unit

Metering

  • Customer shall provide Availability Based Tariff (ABT) compatible special energy meters at the point of injection and point of drawal.
Energy losses
  • The energy loss for the intra-state system shall be determined by the Commission and shall be apportioned in proportion to the actual energy drawal by the open access customers. The energy loss shall be compensated by additional injection at the injection point(s).

Imbalance and Reactive energy charges

Imbalance energy charges

  • The payment for mismatch between the schedule and the actual drawal shall be governed by the pricing mechanism as specified under Availability Based Tariff.

Reactive energy charges

  • Reactive Energy Charges : 4 paisa/kVAh(Tariff Order 2017-18)
  • Reactive energy charges shall be paid by open access customers who draw reactive power from the grid, as may be determined by the Commission from time to time.
