Orissa Draft Renewable Energy Policy 2015-22

Policy Period

From the date of gazette notification till 31st March, 2022.

Targets under Policy

3000 MW

  • 2300 MW – solar
  • 350 MW-  wind
  • 150 MW – small hydro
  • 180MW – biomass
  • 20 MW -  MSW

Incentive Amount

  • Various incentives under Odisha Industrial Policy,2007.
  • For power being sold to off-grid areas, anadditional subsidy of Rs.0.50/kWh will be provided forfirst three years of operation.
  • 50 paise per unit incentive on gross generation from systems installed by residential consumers.

Tax Exemptions

  • Exemption from electricity duty and cess for a period of 10 years from the date of commissioning.
  • Testing charges of Engineer InChief could be waived.
  • Supervision charges by OdishaPower Transmission CompnayLimited (OPTCL)are reduced to 5% from 20% of the capital cost.

Evacuation Arrangement

  • OPTCL is responsible for connection upto the inter-connection point.
  • For land based solar projects, OPTCL is responsible for projects with capacity of 10MW and above, and the distribution licensee is responsible for projectswith capacity of less than 10 MW
  •  Solar park developer to develop pooling station within the solar park.

 

OTHER PROVISIONS

 

Land Availability

  • Land should be arranged by the developer for land based solar energy projects and projects on consumer side of the meter.
  • There will be no lease charge for land allotted to set up canal-top/banks solar photovoltaic plants. Water bodies should be allotted without any land cost.
  • Government would develop a land bank database to identify potential sites for development of solar parks.
  • Land allocation for small hydro power projects is the responsibility of the engineer-in-chief.
  • For wind power and biomass power projects, Government of Orissa would allot land to project developers.
  • For MSW to energy projects, urban local bodies would allot land to the project developers.

Solar Parks

  • GEDCOL (Green Energy Development Corporation of Orissa) shall develop solar parks with infrastructure facilities. It will provide land to the interested developers for 30 years on lease rent. Solar project developers shall pay the facilitation charges for allotment of capacity in the solar park.
  • The minimum and maximum capacities allotted to any developer are 1 MW and 200 MW, respectively. However, the Orissa Renewable Energy Empowered Committee (OREEC) may relax the capacity norms on ‘case to case’ basis.
  • Project developer would receive an Letter OfAward (LOA) after selection, and within 4 weeks of receiving the LOA the developer would confirm acceptance of the project allotment, and pay a performance guarantee of Rs.10 lakhs/MW or Rs.2 lakhs/acre of land allotted, whichever is higher.

Orissa Renewable Energy Development Fund

An Orissa Renewable Energy Development Fund would be created within six months of the issuance of this policy. This fund will be utilized for creation and accelerated development of infrastructure.

Sale of Power

Projects selected can sell power to any entity within or outside the state. But the project will have to participate in the bid or negotiate with the purchaser for sale of energy.

MSW Availability

Urban local bodies will be responsible for supplying MSW free of cost. In case the developer is also involved in collecting MSW, the cost will be accounted for separately and the electricity consumers will not be burdened with such cost.
