Role of the State Nodal Agency

 

  • Announcement of schemes to promote solar rooftop.
  • Undertaking process for allotment of solar rooftop power capacities.
  • Facilitation of clearances and approvals from various government departments.
  • Guiding distribution licensees in developing protocols and procedures.
  • Facilitating the identification of rooftops under state government jurisdiction while charging nominal fees.
  • Support in availing Central/State subsidy.
  • Coordinating with the Housing and Urban Development Department and identifying and recommending amendments in existing by-laws.
  • Organizing capacity building and building awareness among citizens.
  • Arranging formulation of annual strategy report for the overall development of the sector.
  • Ensuring accessibility of standardized equipment.
  • Providing feedback to MNRE for specifying new standards or amending existing standards for different components of solar rooftop plants.
  • Fixing of rate contracts through an open bidding system, from time to time, and circulating the list of empanelled vendors.
  • Providing support for accreditation and registration of Renewable Energy Certificates (REC).

Eligibility

 

Any person, including a company, body corporate, association, body of individuals will be eligible provided the plant is set up for following purposes:

  • Captive use/self-consumption.
  • Sale to the distribution licensee of the state.
  • Sale to person or entity other than distribution licensee.

Operative Period

 

From the date of notification till the time a new policy is issued.

 

Scope

 

Applicable to grid-connected solar rooftop power plants and ground-mounted small solar power plants (up to 500 kWp) commissioned within the premises of the consumer.

Tariff

A tariff is determined by the Commission from time to time.

Incentives

 

  • Power plants installed within the operative period shall be eligible for incentives for a period of five years from the date of commissioning unless the incentive period is explicitly mentioned.
  • Government of India subsidy.
  • Exemption from charges for conversion of house tax to commercial tax for residential consumers.
  • Height of the module structure is not counted in the total height of the building.
  • Exemption from obtaining NOC/consent for establishment and consent to operation and public hearing under Pollution Control laws.
  • All projects shall be eligible for REC benefits.
  • Solar industry shall be declared a priority industry.
  • Third-party sale of energy within the state.
  • CDM benefits.

Minimum Capacity Requirement

Residential buildings having built-up rooftop area of 3000 sq. ft. and above.

  • Educational institutions, district institutions of education and training and hostels having connected load of 30 kW and above.
  • Government buildings and offices having connected load of 30 kW and above.

Minimum 10% of connected load or 5 kWp, whichever is higher.

A private hospital, nursing home, industrial and commercial establishment, malls, hotels, motels, banquet halls and tourism complexes

50 kW to 1000 kW (premises without diesel Genset).

Minimum 10% of connected load or 10 kWp, whichever is higher.

Above 1000 kW (premises without diesel Genset).

Minimum 5% of connected load or 50 kWp, whichever is higher.

OTHER PROVISIONS

 

Implementation Plan

 

  • Government/public and private institutions will be encouraged to deploy rooftop solar power plants.
  • Modalities will be issued by DISCOM, in consultation with JREDA, within 30 days from the date of issue of this policy.
  • Development of plants shall be promoted through:
  • Generation and sale of electricity to the distribution licensee of the state at a feed-in tariff determined by JSERC.
  • Generation and sale of electricity to a person/entity other than DISCOM (RESCO model) under the provisions announced by JSERC.
  • Generation, captive consumption and sale of surplus electricity under group and virtual net metering.

Role of Distribution Licensee

 

  • For each billing cycle, DISCOM will show electricity generated, imported and exported by the consumer and generate bill accordingly with surplus units of electricity carried over to the next billing period.
  • Promote online applications of solar-related services.
  • Display status of online and offline applications.
  • Maintain a database on application requests, approval status, installation and commissioning data which will be submitted to SNA every quarter.
  • On request of SNA, DISCOM shall provide load status of distribution transformers on its network.
  • For plants with capacity up to 100 kWp, the respective DISCOM shall conduct inspection and verification before installing a net meter.

Metering Arrangement

Cost of metering equipment will be paid by project developer.

Transformer Capacity

Not to exceed 80% of the rated capacity of distribution transformer.

Monitoring of Parameters

  • Developer to install the necessary equipment to monitor electricity generated, consumed and injected into the grid.
  • The generation data should be made available in the public domain.
  • The monitoring report shall be submitted to the SNA on a regular basis throughout the useful life of the plant.
  • The SNA, in association with DISCOMs, shall develop necessary online infrastructure to record and disseminate such parameters.

Financial Arrangement and Support

 

  • Private investors shall be approached for installation of plants.
  • The nodal agency shall work out the budget requirement for the implementation of targets and submit the same to the state government.
  • Suitable strategy and methods shall be applied to create a Green Fund.

Empowered Committee

 

An empowered committee, under the chairmanship of the Chief Secretary, Government of Jharkhand, shall oversee, monitor and resolve issues arising out of this policy.
