GoI equity contribution of Rs.50 lakhs/MW to farmers and unemployed youth for setting up projects from 500 KW to 5 MW.

Timeline for Projects

3 years for project completion after provisional registration.

Land requirements

All developers are eligible for REC benefits.

Evacuation Arrangement

Himachal Pradesh State Electricity Board Ltd (HPSEBL) and Himachal Pradesh Power Transmission Corporation Limited HPTCL shall ensure proper evacuation infrastructure for evacuating solar power from the plants.

 

 

OTHER PROVISIONS

 

Solar capacity creations

  • Rooftop net metering - HPSEBL electricity consumers shall be eligible to install from 1 KW to 5 MW capacity solar PV plants on their rooftops. Premises will be connected to the grid with bidirectional meters.
  • HPERC has framed regulations and fixed tariff of Rs.5 per unit for surplus energy injected into the grid.
  • Distributed generation from farmers and unemployed youth - Projects above 5 MW shall be promoted near industrial load centres and close to EHT sub-stations, based on competitive bidding.
  • Solar parks to accommodate 50 MW to 100 MW capacities, in different load locations, to be set up under the solar park scheme ofGoI. Additionally the state will endeavour to create land banks for allocation to power producers, on the lines of industrial estates.

 

Evacuation arrangement

The solar power producers may dispose the power generated in any manner they choose.HPSEBL may purchase from any source,but necessarily the source should be such that the landed cost of power at the consumer meter is the most efficient..

Tariff

  • To encourage investment in solar power generation, the tariff for purchase by HPSEBL up to 5 MW capacities,in the initial stages, will be determined by HPERC.

  • Tariff above 5 MW capacities may be discovered through competitive bidding.

  • Tariff for rooftop installations have been determined by HPERC. 

Interconnection with the grid

  • Solar projects up to 2 MW capacity shall be allowed solid tap connectivity in 11kV network, and in projects above 2 MW capacity, the project line should connect to the sub-station of 33kV or above.

  • HPSEBL and HPTCL shall ensure timely planning and arrangements of adequate funds through grants and regulatory mechanism so that solar generation does not suffer due to lack of evacuation infrastructure. 

Direct benefits to locals

  • Of the total employment potential in the project, at construction and operations stages, 70% employment will be provided to bonafide residents of H.P., with preference to those who transfer private land, or to the right-holders of revenue estate where govt. land is leased out for projects.

  • Where right-holders have community rights on govt. land that is leased out for project development, 1% of the total cost of the project, as fixed by HPERC on normative basis, shall be paid to the Local Area Development Fund for community development works, as decided by the right-holders. Where private land is used, the developer may contribute to local development voluntarily.
