Draft Goa Policy for Renewable, Solar Energy and Energy Conservation - 2014

Policy Period

2014 – 31st July 2024

Targets under Policy

By 2020 - 50 MW solar PV and wind power, 10000 units of 100 LPD hot water equivalent of solar thermal installations, and 20 MW equivalent of biomass power generation capacity.

Incentive Amount

Generation-based incentives to domestic consumers installing solar roof-top projects @of Rs.3/unit for 2 years, Rs.2/unit for the next 2 years and Rs.1/unit for the following 2 years.

Eligibility Conditions

Solar photovoltaic plants with minimum capacity of 5 kW and solar thermal plants with minimum capacity of 100 LPD equivalent of hot water capacity.  Non-solar power plants with lower limit of 5 kW.

Tax Exemptions

·            For biomass projects, no sales tax for first seven years of production and no excise duty on production.

·            Electricity generated from solar power shall be exempted from electricity duty.

OTHER PROVISIONS

 

Use of fossil fuel

No fossil fuel shall be allowed to be used continuously in solar thermal and biomass based projects except for initial ignition of the system or maintaining continuity of operation of generation. 

Wheeling charges

within the state

The wheeling of electricity for self use shall be allowed at 2% of the energy fed to the grid. Wheeling charges will not be applicable for captive solar generators. 

Power output

The power output of a plant should be within plus/minus 10% of the rated capacity for the slab of every 5 years. 

  • In the event the power output falls below the limit, by as much as a percent, the party will be paid Ru 1.00 less/KW for the  percentage reduction.

  • If the party improves the performance by way of upgrading the technology, keeping the same ground/roof top area to produce more power, an enhanced payment of Ru 1.00/KW will be made. 

Quantum of power sale

The quantum of power that can be injected in the grid will be allowed to exceed the statutory limit set up by JERC. 

Solar parks

Solar power parks will be developed in order to facilitate power production from solar-based technologies. 

Promoting rooftops in

public institutions

  •  Solar rooftop system installation is mandatory for all new government/local body buildings with more than 200 m2 roof top area

  • Solar rooftop systems will be provided in a phased manner to existing government/local body buildings.

  •  All new public buildings, schools and colleges will be encouraged to go for solar power generation.

Single window clearance

The state government will facilitate and provide requisite clearances through a “Single Window Clearance Mechanism” which will be operated through GEDA.
