• To be promoted through CAPEX and RESCO model in gross or EXIM metering on premises of Government, social, institutional, residential, commercial and industrial sector.

EXIM Metering –

• Consumer shall pay prevailing tariff for his category for energy consumed in a month from the grid.

• Consumer shall receive 75% of the APPC rate for the amount of electricity injected into the grid during a month and the amount shall be adjusted from the monthly bill.

• No payment shall be made by APDCL for any excess energy injected from the RTS Plant to the grid beyond 9oo/o of the energy consumed from the grid during the billing cycle.

• SDEs shall be empowered to sanction up to 500 kW.

• Above 500 kW and up to 1000 kW connection shall be sanctioned by the concerned official of APDCL.

Gross Metering –

• Tariff shall be determined through competitive bidding approved by AERCA.

• Maximum capacity to be installed at a consumer establishment and as a percentage of distribution transformation capacity.

• No permission is required from building development authority except from airport authority of India for buildings located near airport

• The modalities for implementation of RTS plant including metering, billing, settlement & technical aspects etc. shall be issued by APDCL within 30 days from the date of gazette notification of this policy.

• Guidelines to be finalized by APDCL

• Capacity of plant – 3MW to 20 MW

• Any applicant seeking to connect to the distribution system within the state should be allowed if –

  • It is minimum of 1 MW capacity

  • The consumer has a minimum of 1 MW connected load

• Maximum allowable plant capacity shall be guided by the transmission and evacuation capacity of the network.

• The wheeling and transmission arrangement will be executed separately.

• Cost of evacuation of power from interconnection point to the grid substation shall be borne by the generator.

• To be developed under CERC specified mechanism.

• The modalities for implementation of projects under this category will be developed by APDCL in consultation with AERC.

• Land shall be arranged by developer.

• Generators may approach the designated agency for accreditation.

• Administrative procedure shall be as per CERC notification

• Minimum capacity – 250 kW or as specified by CERC/AERC.

• State shall encourage development of projects under central government schemes or any other scheme announced by the state government from time to time.

• AERC shall issue suitable framework from time to time for projects developed under central government.

• Encouragement to set up captive plants or sale to third party within or outside the state.

• Maximum allowable plant capacity shall be guided by the transmission and evacuation capacity of the network.

• Modalities for implementation and grid connectivity shall be issued by APDCL.

• Projects shall be developed in any of the following ways –

• The generator shall consume at least 51% of electricity generated and the surplus may be sold either to APDCL @75% of the of the APPC rate or to any entity within or outside the state.

• Plants availing open access for third party sale within the state shall be exempted on wheeling, transmission & cross subsidy surcharge for a period of 3 years.

• Plants availing open access for third party sale outside the state shall be liable to pay wheeling, transmission & cross subsidy surcharge as applicable to normal open access consumer.

• Relevant authority of concerned department, namely agriculture, irrigation, horticulture etc., shall identify the priority areas.

• Up to 30% capital subsidy by the state.

• Nodal agency – state agriculture department

• Modalities of the scheme shall be developed within 30 days from notification of the policy.

• Solar home light, solar street light and off-grid solar power plants for use in standalone mode by individuals and communities in rural and urban areas.

• Up to 20% capital subsidy for solar street lights.

• Solar home lighting systems shall be promoted under state bufgetary support.

• Up to 30% capital subsidy for implementation of off-grid solar power plants in rural and remote areas

• Support to local entrepreneur and user association

• For electrification of un-electrified villages

• Identification of priority areas not catered by Deen Dayal Upadhaya Gram Jyoti Yojana (DDUGJY) by the nodal agency.

• Projects to be developed under DDUGJY scheme.

• Administrative guidelines issued by rural electrification corporation shall be followed.

As per the provisions of the Central Electricity Authority and amendments thereto.

• All generators entrusted directly for development of plants shall be registered with the APDCL prior to execution of work.
