Eligibility Conditions

  • Government entities, partnership firms/ companies, individuals and consumers of AP DISCOM(s).
  • Solar power developers who have not signed PPAs, and registered under 2012 policy and not commissioned before 30thJune 2014 to migrate to the new policy.Need to register within two months of date of notification of new policy.

Registration Fees

  •  
  •  5 kWp to 100 kWp - Rs 5,000
  • 100 kWp to 1000 kWp – Rs 10,000
  • Per MW–Rs 10,000
  • Facilitation fee: Rs. 25 per kWfor single window clearance

Intra-state open access provisions have been made under this policy.
 

Evacuation arrangement

  • The power generated shall be injected at an appropriate voltage at the sub-station and/or interconnection point of the APTransco/DISCOM(s).

  • The developer shall bear the entire cost of construction of power evacuation facilities from the project upto the interconnection point and/or upto APTransco/DISCOM substation.

  • APTransco/DISCOM will dispose the technical feasibility proposals for evacuation within 14 days from date of receipt of application. Any requirement for upstream system strengthening shall be borne by APTransco/ DISCOM on a priority basis.

 

Solar Rooftop – Gross/Net-metering

  • The metering facility shall be extended to all eligible developers who wish to set-up rooftop PV.

  • The Government will promote solar rooftop systems on public buildings, domestic, commercial and industrial establishments on gross and/or net metering basis. Eligible developers who wish to avail the metering facility will have to apply through online mode to the DISCOM(s) – either on their websites and/or through designated MeeSeva/customer service centres. All approvals/clearances shall be disposed by the respective DISCOM within 14 days from the date of application. Only projects having capacity upto 1000 kWp at a single location will be permitted.

Tax/duty exemptions

  • Electricity duty shall be exempted for captive consumption, sale to DISCOM(s),solar manufacturing facilities (up to 10 years) and third party sale, provided the source of power is from solar set up within the state.

  • Cross subsidy surcharge shall be exempted for third party sale provided the source of power is from projects setup within the state for a period of five  years from the date of commissioning.

Provision for Policy Review 

The state government may undertake a mid-term policy review.
